Aggregation is a routing decision, not just binary math

10.0.0.0/24 and 10.0.2.0/24 share the candidate aggregate 10.0.0.0/22. But that /22 also covers 10.0.1.0/24 and 10.0.3.0/24. Advertising it without a correct reachability/discard strategy can attract traffic that has nowhere valid to go.

This workbench therefore separates “smallest covering aggregate” from “exact aggregation.”
