Use MSS as a consequence of the path design
The base relationship is straightforward: inner IP MTU is the underlay MTU minus encapsulation overhead. TCP MSS is then the inner MTU minus the IP header, TCP header and any TCP options you explicitly model.
The preset values are starting assumptions, not protocol guarantees. Validate actual encapsulation overhead from the implementation you deploy.
